I am commanded by the Army Council to refer to correspondence under your No. 53654, ending with your letter dated 7th August, 1937, the subject of the arrangements under which the Government of Hong Kong have provided land at Kau Lung Tsai for defence purposes.

It will be remembered that under the terms of the agreement the War Department undertook to allow the public to use certain roads constructed or improved, or about to be constructed or improved, by the Military Authorities. A large proportion of the roads have been completed, but for various reasons the remainder are not now required for military purposes, and in the circumstances the Colonial Government are prepared to agree to the abandonment of two of the proposed roads, i.e., Golden Hill Spur and the Pipers Hill - Hau Wa Kang roads, the remaining two roads to be completed, but point out that if any roads are abandoned the proportionate part of the Colonial Government's claims which were set off against road construction will revive; and further that the remainder of the roads must be completed. The Army Council are prepared to agree to the Colonial Government's proposal, and recognise that an adjustment in the Colonial Military Lands Account may be required in consequence of this alteration.
